ECO Flex Eligibility and the Great British Insulation Scheme
Update on recent changes to two Government-backed energy schemes:
- The Great British Insulation Scheme (GBIS), which offered free or reduced cost insulation to help lower energy bills, closed on 31 March 2026.
- The Energy Company Obligation Scheme (ECO4) is still open until 31 December 2026, but funding is now very limited. Most energy companies have already used up, or nearly used up, their funding. Because of this, we do not expect any significant new funding to become available before ECO4 ends.
What this means for you
If you think you may be eligible, you can contact energy companies directly to check if they are still accepting applications. You can find a list of ECO supplier contact details on the Ofgem website.
Please be aware that at Peterborough City Council, we do not know which companies still have funding available.

You may have seen reports about some issues with insulation work carried out under these schemes. If you have been affected, you should have been contacted to arrange a check and any necessary repairs.

Gas safety
Please contact our Housing Programmes Team if you have a gas boiler or appliance that has not had a gas safety check in over 12 months. You may be eligible to be referred to Cadent, the UK's largest gas distribution network for their 'Beyond the Meter' scheme.
